For a camping neighbor to move, it is necessary to have enough space for their house, that is, if we already have 10 neighbors in the town, (maximum number of possible neighbors) they will not move. Nor if there is already a space reserved for neighbor number 10, but if we still have space, and number 10 is not going to move or has not put a reserved space, there is a small probability that he will move.
