Although Neopicados is a fairly large and convoluted area, the hideout is fairly easy to locate and lies to the northwest of the area. Specifically, we are talking about this area of the map:
It is the holographic yellow sign with a smiley face that you have over the restaurant "Mmmmmmm" to the northwest. If you approach it, you can stay in the back area and no one will know where you are.
