Even Animal Crossing: City Folk / Let's Go to the City was directed by Tortimer, but since he has already retired as mayor, in Animal Crossing: New Leaf it is Canela who does it.
This phenomenon indicates the end of Summer.
This day stands out for having the largest full moon and the first full moon of Autumn, on this day the moon will be seen in all its splendor. This moon indicates that it is the season to reap the harvest.

Old versions of Animal Crossing
The Notice Board will notify the date of the event in advance. On this day, when you start the game, the station will announce that this is the best night to admire the Autumn Moon. The event starts at 18:00 p.m. and ends at 21:00 p.m.
In the lake the moon will be reflected in the water, special music will be heard and there will be four neighbors observing the moon in the sky, two of them will be together and they will tell you that they would be better off alone than watching the moon in company. The other neighbors will tell you that today is the best night to observe the moon and that they have heard the story of a man who reached the moon and will ask many questions about him.
There you will also find Tortimer. He will tell you about the moon tonight that indicates that it is the harvest season and that he loves this time because it also indicates that Turkey Day is approaching. Then he will give you the Moon to commemorate the Autumn Moon of this year and will tell you that he too would like to have one so that he can always dine in the moonlight. If you talk to him again, he will say that the Autumn Moon indicates that the warm summer nights are over and that it is not something that cheers him up, but that the colors of the leaves in autumn make up for the cold environment.
At least in Animal Forest (I don't know if you know if AF + and AFe + too), there will be a neighbor with something that looks like a bun stall, but it is only decorative.

Animal Crossing: Let's Go to the City
In Wii you will have to put the landscape view by pressing "up" on the + Pad to observe the moon.
In Let's Go to the City, Tortimer, who will be at City Hall, will give you a Basket of Vegetables. In City Folk he will give you a Bundle of Wheat, furniture to remind you of autumn, according to him.
In this game, the event starts at 18:00 p.m. as in the previous ones, but unlike these, it now ends later, at 00:00.
Animal Crossing: New Leaf
On the Notice Board, the day before the weather report will warn you that tomorrow will be a good day and that at night the autumn moon will appear to illuminate everything.
When you start the game for the first time on this day, Cinnamon will notify you of the event.
Cinnamon will be in the Plaza, if you talk to her she will tell you that tonight is the Autumn Moon and she will ask if you are excited, then she will give you a Basket of Vegetables that she has prepared for the festival and will end by telling you that she really wants that the moon is high in the sky. When you talk to her again, she will tell you that she thinks the moon gives her a slip.
In the Plaza there will also be a panel to take photos for the occasion. On the panel you will see a scarecrow drawn (on the face of this is the hole to take the photo) in the middle of a wheat field with the wind blowing some autumn leaves, in the upper left corner the full moon appears.
