Specifically, you should go to the easternmost part of this area, as if you were going to the building that is further east, a little further north of the football stadium. The star is to the south of the aforementioned building, in an area without a lawn.
To make it even easier for you to locate it, we are going to give you another clue: if you look on the minimap at the top right, you will find the star between the second "A" and the "R" of the word "Scrap" that you will see on the minimap as you navigate the area.
