The Neighborhood Management Office is a New Horizons building and is the equivalent of City Hall from previous games. It starts out as a small tent, but as the island grows it is upgraded to a permanent building. It is open 24 hours a day.

Tent
The tent is the first version of the neighborhood management office. Tom Nook and Tendo and Nendo are set up here, offering the DIY table, Nook Terminal, and recycle bin. Tom Nook will offer DIY workshops and guide the player in the development of the island. Tendo will have a small selection of items for sale, and will buy items from the player. When building MiniNook, Tendo and Nendo will move there. During the time that the tent is built, it will be the only time that the player can directly sell their objects 24 hours a day.
Building
After the player builds MiniNook, opens the museum, and three other neighbors have moved to the island, Tom Nook will decide to build a permanent building for the neighborhood management office. Upon opening, all services that were offered in the tent will be offered (with the exception of the tent), but now Canela will serve Tom Nook as support staff. Cinnamon will allow the player to change the flag and tune of their island, and can also be asked to force villagers to change their clothing or way of speaking. Tom Nook will now offer infrastructure projects, such as building bridges and ramps, or moving houses or most buildings to new sites.
