As in previous seasons, to unlock all the components of the skins of Sentinel and Rox you have to reach certain PE milestones (Experience Points), gather Fortbytes or complete weekly challenges to unlock every part of these new skins.

Sentinel Skin

How to quickly upgrade the Sentinel and Rox skins
